Commander Viktor Krestov is the second-in-command of notorious Russian terrorist Gregor Malikov and a former high-ranking officer within the terrorist organization Leviathan. Following the imprisonment of Leviathan’s leadership, including Malikov and Joseph Stalin, the Steelborne Wolves Special Forces Unit and the CIA believed Krestov had been killed in action. However, unbeknownst to both organizations, Krestov survived and remained in hiding before eventually resurfacing to serve under General Vladimir Malikov, Gregor’s father and one of Leviathan’s three founders, alongside the organization’s surviving members.

Following Leviathan’s downfall, Krestov and Gregor Malikov established the Helios Reclamation Front (HRF) with the assistance of Natalia Falcone, former Leviathan field commander Anton Ivanov, and numerous Leviathan loyalists who escaped Kazakhstan. Determined to rebuild their influence and avenge their fallen organization, the surviving members united under a new banner, seeking to reclaim their former power and threaten international stability.

Within the HRF’s leadership, each member serves a crucial role. Gregor Malikov operates alongside Lord Raethrun and his son, Arkan Threnos, while Natalia Falcone oversees the organization’s financial resources and funding through her corporate empire. Meanwhile, Anton Ivanov commands the HRF’s outposts and strongholds throughout Russia and Eastern Europe.

Krestov, on the other hand, oversees the organization’s military operations in major American and European cities, including New York and Berlin. His involvement becomes particularly significant when the HRF kidnaps Russian President Nikolai Dragunov and launches an invasion of New York City as part of a larger plot to ignite World War III between the United States and Russia. Driven by vengeance for Leviathan’s defeat, Krestov and the HRF leadership seek to plunge both nations into a devastating international conflict.
